Salesforce’s FedRAMP authorization covers only Government Cloud Plus, not Sales Cloud, yet its HIPAA business associate agreement reaches entry tiers such as Pro Suite and Foundations once 3 features are disabled, while HubSpot’s own catalog and help center disagree on whether the same agreement opens at Starter or waits for Enterprise. Scope compared, criterion by criterion. Checked 7 September 2026.

Salesforce’s FedRAMP authorization runs up to FedRAMP High and DoD Impact Level two — but it certifies Government Cloud Plus, a separate product, not Sales Cloud, the CRM most buyers actually license. StateRAMP is absent from its published list; only TX-RAMP appears there. HubSpot, on its side of the comparison, names no FedRAMP, StateRAMP, or GovCloud authorization at all.
Despite the FedRAMP gap, Salesforce’s HIPAA business associate agreement reaches down to entry-level editions, Pro Suite and Foundations, once three named features are switched off. HubSpot cannot settle the equivalent question with itself: its help center states the agreement is Enterprise-only, while its own catalog lists Starter, Professional, and Enterprise as qualifying tiers. This piece does not referee which page HubSpot actually enforces.
HubSpot ships seventeen interface languages, last updated the thirty-first of March, twenty twenty-six, with English not split into US or UK and in-product search not always translated. Salesforce instead sorts languages into three levels — fully supported, seventeen plus base English; end-user, where Help and Setup stay untranslated; and platform-only, with no translation at all — and never states a total across the three.
HubSpot’s sequences require Professional and an assigned seat, capped at five thousand per account and ten templates each, with LinkedIn appearing only as a task reminder. Salesforce keeps multichannel cadences inside Sales Engagement, a fifty-dollar-per-user monthly add-on that Enterprise does not fold in even at its top tier.
HubSpot allows no mid-contract cancellation, offers no refunds, and gives five business days of notice before renewal. Salesforce locks a departing org for one hundred twenty days, holds it thirty more, and treats the data export itself as a courtesy requested from support rather than a guaranteed release.
